“In April of this year Your Highness instructed us to prepare a draft plan for the town of Kuwait. This was submitted to you in July when we received your instructions to complete the plan, incorporating in it amendments agreed at this visit. We now have pleasure in submitting the completed plan, together with our final report on the proposals. The report enlarges upon the matters previously dealt with and contains additional proposals.”
